Great Canadian Entertainment has been issued a $120,000 penalty by the Alcohol and Gaming Commission of Ontario for deploying unapproved gaming software across four provincial casino locations. The regulatory action addresses equipment installation violations that occurred between February and March 2025.
Software Authorization and Compliance Review
The commission examined 40 separate cases involving bill validator software that lacked required testing and approval. AGCO officials classified the oversight as a significant compliance failure that bypassed established integrity safeguards. Gaming systems process payments and wagers, making mandatory verification essential for reliable operation and security. Operating equipment without these checks weakens controls against unlawful activity and affects sector transparency. "Gaming equipment and systems are central to casino operations," the regulator stated in its findings.The operator may challenge the monetary penalty order before the Licence Appeal Tribunal within fifteen days of notification. Earlier in May, Great Canadian Entertainment finalized the sale of another Ontario venue, marking its fourth location transfer over an eighteen-month period to a joint venture between Petroglyph Development Group and Musqueam Capital.
