The Dutch gambling regulator Kansspelautoriteit has imposed a €886,000 penalty on online operator 711 B.V. for insufficient player protection measures. The decision follows a review of the company’s handling of customers displaying risky wagering patterns between February 2022 and June 2024.

The probe examined ten player accounts flagged for high financial losses, frequent multi-day betting sessions, and late-night activity. Reviewers determined that 711 B.V. did not conduct detailed behavioral analysis or apply appropriate intervention steps, allowing uncontrolled spending to result in measurable financial losses. Michel Groothuizen, chair of the Kansspelautoriteit, noted that operator compliance with player care standards has varied since the market launch. "We have therefore carried out additional investigations, which now result in several duty-of-care fines," Groothuizen stated. The authority also issued a compliance warning to TOTO online, a platform owned by Nederlandse Loterij, for breaching advertising restrictions by promoting wagering opportunities through eight professional football clubs with a €5 stake offer.Licensed platforms in the Netherlands must maintain continuous monitoring procedures to identify and restrict harmful gambling behavior before losses accumulate. This enforcement action follows recent regulatory measures against other market participants. In March, the authority levied a €25 million fine against Novatech for insufficient geo-blocking and age verification, while a February penalty order against Polymarket addressed unlicensed operations with potential penalties reaching €84 million.
